Meghalaya home minister resigns : amidst  the violence in Shillong

When the entire nation delves into the celebration of 75th Independence Day, Meghalaya a prominent North Eastern state burns with the fuel of black flag, anguish, and swooping onslaught.

Meghalaya Home Minister Lahkmen Rymbui has resigned and a curfew has been imposed in Shillong after stray incidents of violence marred Independence Day celebrations across the state amid protests over the death of a former rebel leader.

1. The  Demise of the  Hynniewtrep National Liberation Council (HNLC) founding member, Cheristerfield Thangkhiew:

The team SPACE received the news that Mr.CheristerField Thangkhiew who was a founding member of HNLC, i.e the Hynniewtrep National Liberation Council was killed in an encounter by the Meghalaya Police.

2.Abrupt eruption of Violence:

The demise of the General Secretary of HNLC Cheristerfield Thankhiew ignited the fire within the people who fueled into anguish leading to the abrupt violence in the Capital of Meghalaya, the blazing scenario encapsulated the Scotland of North East in a very detrimental manner wherein the administration had to come down harshly on the existing environment when the pandemic has taken a toll of the state.

3. Imposition of Curfew:

The recalcitrant violence and the unsound scenario lead the administration to impose an unprecedented curfew across the capital when the entire nation awakes to freedom.

WHAT IS THE REASON FOR THE DEMISE OF THE HNLC LEADER?

Director-General of Police R Chandranathan said there was ample evidence against Thangkhiew when he sent his team to arrest the "retired" general-secretary of the banned Hynniewtrep National Liberation Council (HNLC).


Thangkhiew allegedly attacked the police with a knife when his home was being raided, provoking a retaliatory shot in which he was killed.

Hundreds of his supporters carried black flags as his body was taken to the cemetery.

Government vehicles were vandalized and a police vehicle was set on fire at Jaiaw area of Shillong allegedly by his supporters, police said. 

Banning mobile internet, the chief secretary said, "Messaging systems like SMS, Whatsapp and social media platforms like FacebookTwitter and Youtube are likely to be used for transmission of pictures, videos, and text and have the potential to cause serious breakdown of law and order."

The curfew was imposed in Shillong through an order issued by East Khasi Hills district administrator Isawanda Laloo.

The Meghalaya Human Right Commission has also taken suo moto cognisance of the encounter, noting, "The instant case appears to have resulted in gross human rights violation which according to Article 21 of the Constitution mandates for the protection of life and personal liberty for every person within the territory of India."

The commission has directed the chief secretary to submit a detailed report on the incident within 15 days, failing which the commission has said it will conduct its own investigation into the matter.

The team SPACE was informed by the citizen of Shillong over the telephonic conversation that the "Police forcefully encounter the deceased house, and the statement of police stating that the deceased had attacked them first can't be taken into consideration since the sudden break of the police triggered him for self-defense, Further the netizens believed that the administration should have first done a trial and arrest to the deceased instead of abrupt encounter since the deceased was an already surrendered Militant of HNLC.

WHAT IS CURRENT SCENARIO OF SCOTLAND OF NORTHEAST INDIA?
At Present the administration has imposed a curfew for 48 hours , the team SPACE received the original order issued by  the Govt of Meghalaya, stating the areas which would come under curfew:
1. whole of Municipal Area
2. whole of cantonment Area
3. All areas under Mawlai Block including census town
4.All areas under Mawpat Block including census town 
5. Aread underMylliem Block from     u    mshurpi bridge upto 7th mile upper Shillong
6. Madanrting, Mawblei, Laitkor, Nongkseh,Umlyngka, Lawsohtum, Mawdiangdiang, Diengiong, Seiejiong
