    8th (Special Session) of Seventh Legislative Assembly Held with Special Address by Vice President of India

ITANAGAR:  The 8th (Special session) of the seventh Legislative Assembly concluded with immense significance and importance for the year 2021 which added a special address by Hon’ble Vice President of India Shri Venkaiah Naidu before the Hon’ble Ministers and members of the house and to the People of Arunachal Pradesh here in Itanagar.

Why in News?

The Vice President of the country arrived for a two-day visit to the state where apart from interacting with the officials and inaugurating the Assembly Library, Auditorium, and paper recycling unit at the Assembly Complex, He Addressed the 8th (Special session ) of the 7th Legislative Assembly on 9th October 2021. The Vice President took to his Twitter handles wherein he tweeted about his pleasure in addressing the special session.


The order of Legislative Assembly

  2.       Address by His Excellency the Governor of Arunachal Pradesh Brig(Rtd) BD Mishra
  3.       Special Address by the Hon’ble   Vice President of India Shri Venkaiah Naidu
  4.       Concluding Address by the Hon’ble  Chief Minister Shri Pema Khandu

1. Address by the Hon’ble Speaker of the house Shri PD Sona

The Hon’ble  Speaker PD Sona commenced the Assembly session by according a warm welcome to the Hon’ble Vice President of India Shri Venkaiah Naidu, and all the members of the house.

Thanking the valuable presence of the Vice President, Sona stated that, “our Parliament and the Assembly are the living institutions of our democracy, they are the mirror of the society reflecting the dreams, hopes, and aspiration of our people, they have emerged as a multi-functional institution, performing their cardinal role of running our parliamentary Polity”

Further highlighting the importance of the inauguration of the Library in the Assembly complex he stated that it would help contribute the requisite inputs and enrich the debates & discussion in the house towards the Legislatures.

The Assembly Library shall include  Periodicals, reports, debates, and other public materials from various sources.

“Our aim is to have books and publishing covering a wide range of subjects with special emphasis on legislative requirements of members “ added Sona

Further, he added that the library shall not just serve and aid the assembly members but shall also be opened to all schools, colleges, and universities for research purposes on free members.

Sona added that the DK Auditorium and the Assembly complex will be dedicated to the people of Arunachal by the Vice President OF India

2. Address by his Excellency Brig(Rtd) Governor of Arunachal Pradesh Shri BD Mishra

His Excellency lauded and acknowledge the endeavor of Vice President Naidu over his two and half decades of Political career.

His Excellency addressing the House sent regards and acknowledge before the Honble Speaker for spearheading E-vidhan of the Vidhan Sabha.

Hence becoming India’s third and North-East’s first Paperless Assembly in implementing High-Tech solution .ie the E-Vidhan application.

His Excellency  stated,” I Congratulate this Assembly for successfully conducting the last four sessions through the e-Vidhan application”

“In run up to the 75th Independence Day the state is dedicated to prominently changed the developmental landscape by completing the Hollongi Green Airfield that the state is aims to inaugurate in Aug 2022” __ added His Excellency.

He also mentioned the sella tunnel Project that would strategically connect the Border regions of the state and even boost the tourism of the state.

"The twin-turbine of 500 Megawatt capacity of the 2000 megawatt Lower subansiri Hydro-electric power project which is being developed by the NHPC will be completed soon" __added His Excellency.

His Excellency also congratulated HCM Pema Khandu for his vision for a digital Arunachal for initiating “e-office and e-pragathi "  aiming to improve efficiency and quality of governance in Arunachal Pradesh.

Moving forward he lauded the visionary leader PM Modi to take the country ahead with a motive “Sabka sath sabka viswas” and later on integrated Sabka prayas. 

Addressing before Vice President, His Excellency the  Governor complimented the work under the leadership of HCM Pema Khandu.

Stating on the importance of the Bureaucracy,He highlighted the Seven Pillars of the Govt officer, viz Transparency, Accountability, Probity, Promptness, Equal dispensation, audit and Mid-course correction whenever and wherever needed”

His Excellency also clarified the prolonged demanded point of HCM Khandu for a separate cadre for the state of Arunachal Pradesh but it couldn’t be fulfilled due to the state’s unviable size of state cadre.

3. Special Address by the Hon’ble   Vice President of India Shri Venkaiah Naidu

 I am honoured to meet and address you all in this temple of democracy of this beautiful state of Arunachal Pradesh:” stated Naidu while the commencement of his historic speech in the special session

The vice president of India in his speech stressed the potentiality of the state to progress and contribute to the development of the country.

He acknowledged the ongoing infrastructural development of Hollongi Greenfield Airport, Upcoming young sports players, Mountaineering Legends, etc.

VP  talked about the all-around development and also highlighted the significance of the Look-East Policy and its further acceleration boosted by PM Modi under the ACT-EAST Policy. He highlighted how the rising insurgency in certain parts had its negative implication that thwarted the inflow of progress and entry of development in the region, NE as a whole. 

He added “Sustainable development can occur only if we can make it a people-centric with  people’s effective participation in democracy  for shaping  all-round development”

Having stated that the VP expressed that, “The state Assembly provides the best platform for the communication and dialogue for these aspects.

As per The 2013 report of the Indian chamber of commerce, The North-East region which is heavily dependent on the agriculture and service sectors stands way below compared to the various other states in socio-economic indicators, But there seems to be a difference now, he added.

He further stated, “Seven years ago i.e 2013-14,  For the per capita Net State development domestic product, Sikkim and Arunachal Pradesh were only the two-state to be more than the Per capita  Net National Income, but as the data published by the RBI  for two financial years, Arunachal Pradesh and Sikkim were more than that of India’s and that of Nagaland and Tripura across to the National Average.

Furthermore, he added that  as of Net National income of India, the state witnessed improved in the per capita income,

In respect of social development Measures, the Human Development Index seven of eight NE states performed better as per Indian Average for the year 2019.

The vice president of India further addressed that the central government had strived hard to work on the  Pursuit of socio-economic development of the state by supporting fund of  Rs 36,0000 crores for 2014-15, which has been raised to 60,000 crores for 2021-22 marking an increase of 90%, to promote employment Rs1.07 Crores was sanctioned, loan amount accounts were sanctioned Rupees 48,868 crores under Pradhan Mantri Mudra Yojana for this region.

Under PMs employment generation programme 24,500 Unit was set up in the region providing employment to 2 Lakh Person during 2017-20

Under Start-Up India scheme 3449 ST/SC Woman beneficiaries were sanctioned 715 crores, 98569 Micro and smalls enterprise was sanctioned Rupees 4685 crore under credit guarantee trust fund.

Under UDAN (Udey Desh Ki Am Nagrik), 108 Aiport including Tourism routes were sanctioned for the region and 44 of them have been operationalized, and for the sanctioned 190 road projects, including 50  in Arunachal Pradesh under central road infrastructural Fund.

On the construction of National Highway and other roads for a special accelerated route development programme for the region, the targeted increased from 456Kms  in 2014-15 1,415 to 1,029 kms in 2018-19

"164 Road project covering 4017 kms at a cost of Rs 44,805 crores are in progress in this  region, the central government shall keep no stone unturned in bringing progress in the region by ending violence"_said VP

VP expressed that PEACE is the only solution, not the violence, he also appealed to those in arms to come back to the mainstream and contribute to the progress of the nation.

He mentioned the future of Arunachal Pradesh is intertwined with the overall development of North-East India.

"Morality, Quality of education, and confident other aspects are where the state is lagging behind and it needs a greater attention"____Stated the Vice President.

“Further in his address, he mentioned about the Positive approach of the house which is the machinery and the keeper of democracy of the region and a temple of hope of the aspiration of the people”

The state needs to focus on having a meaningful debate and discussion in the state, issues concerning the state and its people, and the country were highlighted.

VP stated, "Legislature is the best place, Let the government Propose, Opposition Oppose and let the house dispose which should be the guiding principle “

The govt must always try to reach out to the opposition for better governance, which is one of the pillars of working in constructive democracy.

He added all the Hon’ble MLAs of the concerned constituency must put forward their words in the house in a constructive manner and not obstructive or destructive.

The vice president also mentioned the participation of women equally in governance.

Concluding his wonderful speech on the Special Session The Vice President expressed that India’s strength lies in the Unity and total integrity of the people.

Amicably solve the boundary dispute by mutual give and take solution, ultimately all belong to one country .The state being agriculturally dependent can become a fruit basket of India if focused by reaching out to the people, having the youths acquire the needed skill, and depreciating corruption which is one of the major cause of problem.

"we still have a long way to go, State Government should ensure eradication of extreme Poverty,  Reduce regional disparities, Achieve Gender Equality and socio-economic transformation of the life of the people, we continuously enrich the human capabilities by acquiring the skills of the youths, The existing government structure needs to be revamped by making them more responsive and citizen-friendly"
